Renewal Four Phases (R4P)
Four phases. One cohort. Lasting renewal.
Renewal Four Phases (R4P) is currently developing its pilot program within King County, Washington. It is a coordinated renewal system — not a shelter, not a recycling center. R4P moves small cohorts of participants through four structured phases: stabilization, structured living and development, skill development and recycling education, and transition into the next chapter of their lives.
The model
Four phases. One cohort.
Participants enter as a cohort of about ten, build as a unit, and graduate together — making room for the next group.
STABILIZATION
Safe housing, intake, orientation, and daily rhythm. Personal goals set here inform every later phase.
STRUCTURED LIVING AND DEVELOPMENT
Shared responsibilities, life skills, communication, conflict resolution — the cohort learns to function as a community.
SKILL DEVELOPMENT, RECYCLING, AND CONTRIBUTION
The full recycling education lifecycle, built shelter components, and contribution to community outcomes.
TRANSITION AND CONTINUED RENEWAL
Housing, employment, education, and alumni mentoring. Graduates can return as mentors for the next cohort.
The cohort
A small group that progresses together.
Each R4P cohort is approximately ten participants. They enter together, share housing together, work through the phases together, and graduate as a unit. The cohort model is what makes R4P distinct: accountability is shared between peers as well as with staff, and the lessons from one cohort directly refine the program for the next.

Participants move through eight stages — from identifying and collecting materials, through processing, to making community products from the output. The long-term goal: a shelter built from the program.
